The word "bumps": The word 'bumps' is not in any way descriptive enough to give you any valid medical opinion. But, if they are hives, fluid filled cysts then this could very well be an allergic reaction.

Multiple causes: Bumps on the upper lip could be due to many causes , It depends on if they are acute or chronic . Also of there are any other symptoms associated with it. Age is a factor too .Causes can vary from herpes, to hand foot & mouth disease and many more . Further investigation is needed,& follow up adviced
