Actual moles: do not have crust on them unless you scratch them. You can get new moles but also on darker skinned individuals, you can get lesions called dermatosis papulosa nigra, which aren't actually moles but rather forms of seborrheic keratoses. If you really want to know for sure see a dermatologist, If lesion doesn't clear in one month I would certainly get a clear diagnosis

Infection?: It would be rare for a 17 year old to develop melanoma. Skin lesions with crust on top suggest a possible infection. You should should these lesions to your friendly dermatologist to get a diagnosis.
