Well...: If she does not have any complication of rheumatic fever (especially heart), and has received the right treatment, I see no reason why she cannot fly.

Rheumatic fever : Rheumatic fever if caught at right time and treated might not cause much complications. Whether she can fly or not depends on how much is damage and are there any complications, best to discuss with your specialist or travel doctor or GP .
