Certainly can: If the tumor has been removed then "scar tissue" left behind at the site of removal may well be to blame. If the tumor remains (even partly) then that could be the cause. Sometimes there's scar tissue AND remaining tumor. Pretty hard to be sure in most of those cases. Either way you need treatment and could even need (repeat?) surgery.
