Depends: If you are eating normally and not obsessing over food / exercise, then 102 is still within normal limits although at the lower end. If you find that you are overly focused on food, counting calories, exercising excessively, purging, or are overly concerned about your weight, then it might not be healthy for you.

Better to gain a few: Your ideal body weight is probably closer to 115 pounds. Hard to say that you are at an unhealthy weight, but you'd do better to gain a few pounds.
