Not compleatly: A hit to the tibia can cause bruising even a bone bruise and these will hurt for sometime. That said there could always be a small fracture that dosent go completely through the bone. They would have pain but be able to walk. If you believe this is a problem and the pain seems to great for just a bruise I would go to the ER and have a simple xray. It should give you the answer.

Need more info: He could have a hematoma. He also may have a contusion to his tibia. I doubt that there is a fracture since it appears that he can walk & play. He should be seen by his family physician who can assess the situation

No, Tibial Fx: Tibia is 2nd modt strongest bone of the body after Femur and it is a weight bearing bone in Leg. If your son is able to walk and play and run, it is not broken. There is no Muscle/cushion on Shin of Tibia , so when one sustains injury, there is significant pain. Apply Ice and after 48 hours can apply Moist heat.
