It depends!: You can't use hydrocortisone if you have a fungal infection. So knowing the cause or diagnosis is important. You state you have soft tissue swelling and cellulitis, and that's normally treated with antibiotics to reduce swelling. Contact your doctor first, and always do no harm. Hydrocortisone is not going to help this if it's cellulitis. Follow their advice first.

Skin reaction : There are two common reasons for hot and itching skin: 1) an allergic reaction and 2) skin infection. In the first case yes cortisone will help an allergic reaction. In the second case of skin infection it should not be used as cortisone can made infections worse. So which do u have? Skin infections usually spread from one point outward and allergic reactions are usually come all over
