She should see a doc: This sounds like it could be something called dyshydrotic eczema. It is a type of itchy bump on the bottoms of feet, and sometimes on the palms also, very often in places left moist with sweating. Once diagnosed, this is fairly easy to treat, so make sure you see a doc. Until then, cortisone and an antihistamine can help with itching, keeping area clean and dry (changing socks, etc) helps too.
