No such test: There are no blood tests that would show water around the spine. A spinal tap can collect CSF- CerebroSpinalFluid, that will help in diagnosing certain conditions, and an MRI. But a blood test? No such thing exists. Maybe you can ask u'r question with the specifics of the test name.

Not enough info: "Water on the Brain" might be used to describe Normal Pressure Hydrocephalus, which is diagnosed with a brain scan and can cause problems such as falling and confusion, and might require surgical treatment. I have never heard of water on the spine diagnosed by a blood test, so I would ask your father for more information.
