Hives: These may be hives, insect bites or an allergic reaction to something that comes in contact with your legs. Hives clear in a day whereas the other two last days. Antihistamines should help in any case.

Itchy bumps: The red itchy bumps could be hives. Try taking benadryl (diphenhydramine) to relieve your itching
