No: This is something called a benign fasciculation (twitch). These are harmless though irritating and can be brought on by fatigue or anxiety, though more often than not, they occur spontaneously - "out of the blue". They generally come and go and can show up in various parts of the body, e.g. eyelid, thigh, calf.
