Use humidifier: Vicks rubbed on chest my help in relieving nasal congestion and ease out the breathing .You can use humidifier in his room,that will helping his breathing and continue oral antibiotics .

I never recommend it: Any pungent odor or fume, whether rubbed on or placed in a vaporizer can cause increasing congestion in an infant. I equate Vicks to cigarette smoke in young infants.It has little if any value at any age and never before age 3-6yrs. This is a throwback to the sweat lodges of the indians and should be abandoned along with leaches.
