Unlikely : It is hard to do major repairs on bites and teeth without braces but you be able to use invisible or clear braces. You should talk to an orthodontist for a consultation.

No: Trying to do what you suggest simply makes no sense. BY limiting the backets in the manner you are asking about you risk that you will create other movement that is even more undesirable. If your concern is aesthetics, consider ceramic brackets or even invislaign, but do not try to self treat/diagnose.

Impossible: Ask your dentist/orthodontist about Invisalign. This orthodontic treatment can fix larger overjets or overbites than most people think without braces or rubber bands.

No. Rubber bands need to have a place of attachment on both ends, Braces provide a place for attachment as well as a guide for the directions of tooth movement.
