Had area biopsies twice by two different drs. is it likely they both missed the lesion?

Possible: It's possible that the lesion was missed twice if it is a small lesion. The larger the lesion, the less likely it was missed. Also the probability would also be site related. Different parts of the body are more difficult to biopsy than others. Perhaps resubmit the question with a few more details such as what area is being biopsied and what prompted the biopsy
