In a surgery to remove a bone spur will the patient be receiving a nerve block. doctor will have to cut through a ligament.

Surgery under local: Local anesthesia can provide excellent anesthesia during surgery. The type of tissue being cut doesn't make a difference. The nerve block can be done peripherally around the site of the surgery or more centrally such as a spinal nerve block.

Site info?: This is dependent on what part of the body we are talking about. Foot surgery is often done under block with sedation.
