Probably not.: In fact, in most cases gaining muscle will make one faster if done correctly. You need muscle mass to improve strength and speed. For running, the emphasis should be on overall muscle gain with slight emphasis to the legs. Powerful abdominal, arm and chest muscles will help increase speed as well. Eat well, exercise appropriately and make sure you rest and give your body time to relax. Good luck.
