Possibly: Possibly, but the diagnosis should be made with pulmonary function tests. Other things can cause the chest X-ray appearance of hyper expansion/air trapping.

Not necessarily: Chest xray shows one parameter of lung abnormality. Pulmonary function tests determine whether COPD is causing problem. Air trapping is not specific and can be seen in patients with asthma and other pulmonary diseases.
