No: Drug testing in newborns needs to be ordered by the physician or nurse practiced in nursery or NICU based upon maternal history or suspicion.

No, but...: Many doctors and institutions are now testing all mothers who come in laboring. If they test positive, the infant may then be tested at the discretion of the baby's doctor. I have not heard of any hospitals yet that are doing mandatory drug testing on all infants. Remember, you do have the right to refuse testing on your baby, unless doctor thinks it is needed for welfare of baby, could override.
