Maybe: Being unfit could do what you measure but there are other causes. The commonest other cause in a young woman is blood loss anemia - you should be checked for this.

Depends: Your low resting HR suggests good cardiovascular fitness. Your HR should increase with exercise, and how fast it gets after 1 minute should depend on your fitness and on how hard you are pushing yourself, although we would certainly hope that you would not become significantly out of breath after only 20 seconds. The bigger question would be how quickly you recover with rest.
