Falling hCG in preg: The hCG level should be doubling every 2 days or so in an early pregnancy. A 50% drop suggests a problem. I would draw a serum Progesterone ASAP, and if it's low I recommend using vaginal Progesterone with the hope that the pregnancy is normal, and the problem is Progesterone production from the corpus luteum.
