Surface changes: When the eye is exposed to various things (sunlight, dry air, pollen, etc..), you can get inflammation on the surface of the eyes. This inflammation can cause the outer layer of the eye to develop irregular folds. This can sometimes cause patients to complain of irritation and tearing. This is not a serious problem. If you are experiencing irritation, I would recommend using artificial tears.

Edema: Sounds like you have some conjunctival edema ( swelling of the covering of the eye which can happen with irritation or allergy. Should see your doc to confirm this and get treatment.
