No we don't agree: Penile amputation would be mutilation or where part of glans penis or too much shaft skin is accidentally removed. Circumcision is unnecessary provided foreskin retracts easily, but this can not be evaluated in babies or boys up to a certain age. Has certain advantages such as reducing rate of UTIs in 1st-year-of-life, easier to clean & reducing risk of future HIV or the rare penile cancer.
