A sinus issue: swelling under an eye is usually related to swelling of the sinus under the area itself. without eye problem on that side the most common cause would be allergies, second is structural abnormality of sinus leading to decrease lymphatic drainage and swelling. some times an infection can do this but with the length of timedescribed it would be unusual except for chronic sinusitis.
