Two week old daughter has temp 99.8, online says up to 100.3 is normal, but she's usually 98.2, so hotter then normal for her. does she have a fever?

Not based on that : There's a range of normal, and there's normal variation, too, so her temp is not going to be constant every time you check it. In any event, we would not consider a temperature of 99.8 a fever, although it would be important to be sure it's an accurate measurement, as there's not that big a difference between 99.8 and 100.4.
