Yes, legally ..: Physically and legally, age 18 is considered the turning year of marching into adulthood. So, before that age, to conform social and legal aspect of life, working closely with parents and doc is highly recommended. Such an advice is not absolutely right or wrong, but reasonable for general safety and social harmony.

Varies: Many states like mine,Texas, consider parental consent a barrier to a treatment for sexually transmitted disease, pregnancy, birth control and similar needs.These are exempted specifically from parental consent rules. However, when a minor uses their parents insurance to access any of these services parental notification will eventually occur as insurance EOB documents reach them.
