Should be biopsied: thyroid nodules are extremely common, and 80% of nodules like yours are not cancer. However, once a nodule is over 1 cm, the typical recommendation is to biopsy the nodule using a fine needle. This is done in the office. You can have it done by an ear nose and throat doctor or a surgeon. Some surgeons specialize in thyroids too.
