See a podiatrist....: It sounds like an arthritic bone ridge that is forcing a nerve to be compressed and irritated when you wear shoes. It may be as simple as stretching out your shoes over this area, or having the bony lump smoothed down surgically.

See foot doc: it sounds like you have an exostosis (bone spur) which is putting pressure on a local nerve causing the numbness. The recommendation likely will be to shave away the bump if my assessment is correct.
