Go to ER: I would go to an ER. An urgent care may not be able to address this.

See an Ortho surgeon: Urgently. It can cause more damage, None of the other places (ER or Urgent Care) can remove it. They can help with pain meds and gettings XRays done etc, but an Ortho surgeon will be taking it out, to minimize further damage and assess what if any damage to the interior of the knee has occurred or not. Good Luck.
