Herbal medicine: This is a very complicated question, since "herbal medicine" contains thousands of plants and compounds which can be helpful or not. Mistakes can be made in harvesting; some plants have toxicities which need to be recognized in use. Also manufacturing processes differ, with come companies being more reliable than others. Regulations differ between countries as well (the "they" you mention.)
