A neck muscle twitch: The carotid artery pulse can be felt deep & to the side of the trachea (windpipe), deep to the internal jugular vein and anterior to the sternocleidomastoid muscle in the lower neck, within the grove to the side of the trachea. The vertebral arteries are within openings the cervical vertebra & cannot be palpated. Anything else moving will be a muscle or muscle tendon.

Possible arrhythmia: An irregular heartbeat is often felt in the neck. If the sensation is recurring, a 24 hour Holter monitor test or a longterm monitoring device might be appropriate. Let your doctor know of this symptom.

Irregular "pulsing": If there is something pulsing in your neck and it is not your pulse, it is most certainly a muscle twitching. This will certainly be irregular and may vary in amplitude or even location.
