Contact dermatitis: What you describe could be contact dermatitis. If your belt is nickel or has metal parts, your skin could be sensitive to those. Good health.

Itch??: Chronic allergic contact dermatitis will itch, make you scratch, and is likely to be present elsewhere. This is simply a hyperpigmentation response to tight belt or clothing or deep fold of skin. Don't worry about it.
