Hard to tell: ADHD is impossible to diagnose at 2yrs of age. The diagnosis can be made as early as 4 if there are very obvious signs. Unfortunately hyperactivity is within normal behavior for some 2yr olds. If he seems to be meeting all of his developmental milestones then it is unlikely to be other things ( autism, Pdd, etc..) I would set very strict limit and have a positive and negative reinforcement system.

No: It is impossible to make a diagnosis of ADHD in his age group. Many toddlers are described as "hyper" but are in fact normal. Talk to his doctor about discipline style and techniques. A consistent approach is critical. Limit his choices and in many situations don't offer choices - tell him what he must do. Time outs are effective tools when used correctly.
