Cervical nerve: The arms are innervated by nerves which emerge from the neck (cervical nerves). If one of these is "pinched" either as it leaves the neck or traverses the apex of the lung, that can cause a sudden jolt of pain in the arm. Often such pain can be elicited by certain arm or neck motions.
