A doctor has provided 1 answer

Bags under eyes: The eye is normally surrounded by fatty tissue--this serves to cushion and protect the eye within the eye socket. Sometimes a little bit of the fatty tissue can protrude out of the eye socket, becoming visible as a bulge near the eye. An exam by an ophthalmologist would distinguish fat protrusion from something more serious.
