Asthma: Very suspicious for asthma given the association of breathing issues with skin problems (eczema??). I'd start out with his pediatrician and then possibly referred to allergy specialist or lung specialist (pulmonologist).

Eczema: Asthma, eczema, acid reflux and allergies are all part of a group of conditions which frequently occur together since they all stem from similar parts of the immune system. Since your son has asthma, it is more likely that he has at least one of the other conditions as well. The skin rash is most likely a form of eczema.
