Can hair grow back on scars ? does it depend on size of car?

Not by itself: Generally, hair will not grow in a scar, and the wider the scar the larger the gap. But surgery can usually help, either by scar revision to make a spread scar narrower or by individual hair grafts, similar to the treatment of male pattern baldness.
