Ask your parents: You can not tell just by looking at or examining a penis. Too much shaft skin might have removed at time of a single circumcision. Are you asking this because your penis feels too tight when erect as if it needed more skin to become fully erect? Some reconstructive surgery could be considered if this is the case.
