Plastic surgery: There is a complex surgical procedure which can reverse circumcision. Operation consists of cutting shaft skin circumferentially at mid shaft, pulling skin distal to incision over the glans and folding it back onself to create a foreskinn. There is now an area of denuded penis which is covered with a skin graft. Some men who feel impotent from circumcision are helped by this expensive procedure.

Yes: Circumcision can be reversed these days and has been reversed for men in several situations. It is not necessary to reverse it for any reason but some men that suffer from an overly sensitive penis, or premature ejaculation have had it replaced through plastic surgery in an attempt to "fix" their problem. The results have been mixed.

This is fairly major surgery. A circumferential incision is made around penile shaft, far enough down for the skin to cover the glans when turned outside in, then a graft of non-hairbearing skin is taken from inner arm or thigh to cover raw area from tip of penis down to original circumferential incision. Result is usually not very attractive due to edematous swelling. Needs careful consideration.
