I can't tell you: What decision to make. Do you have a specific health issue you are concerned that might be addressed through a circumcision? I would encourage to see a urologist who can inform you about indications for circumcision, alternative and potential complications. When you know more about it - you can then make an informed decision.

It depends: Yes if you have phimosis ; can't retract foreskin easily ; doesn't respond to applications of prescription strength steroid cream. May just require division of penile frenulum (skin web on underside of glans) if it is tight, causes pain or bleeds with sex or masturbation. No if for cosmetic purposes or you don't wash yiour penis daily or partner justs think circumcision is preferable to foreskin.
