Yes, it's supposed..: Circumcision itself alone should not affect the biological process of sex arousal; at least, there has been no well documented study to belittle its merits, although lately there has been a movement of "homeopathic" circumcision around. Up to now, circumcision is effective way to help recurrent inflammation and poor hygiene associated with long foreskin.
