My son has a very dry lips but i'm sure he is not dehydrated. could it be because of the sls from his toothpaste that he might be allergic from?

Probably not: See if switching to toothpaste that does not have SLS makes any difference. Use pea-sized portion of fluoridated toothpaste. Dry lips can be from mouth breathing, is nose clogged, tonsils/adenoids enlarged? Lip licking can cause chapped lips. Can be from Meds, allergies, etc. Check with both your General Dentist and your PCP.

Test it: The easiest way is to change to natural tooth pastes without sls. That will be a great test. Monitor to see if you notice anything different.

Toothpaste chelitis: is very common condition. Toothpaste selection is important in the treatment of dry mouth and dry lips. If you are struggling with chapped lips, try switching toothpaste recommended by your dentist or PCP.
