Itchy ears: Most likel not - ear infections are usually painful. You can get some fluid in the middle ear with a cold which could cause a senation such as itchiness

Not likely: May have irritation of ear canals, ear infection that requires treatment usually has pain and possible fever, not itching

Depends: If you also have fever and pain in our both ears, the likelihood of infection would be higher. Itching alone does not indicate infection at this time.
