Yes: Quitting smoking can cause uncomfortable symptoms of nicotine withdrawal including anxiety. Shortness of breath could be caused by anxiety, but other diseases need to be ruled out such as asthma. The health benefits of quitting smoking are tremendous including reduction in the risk of cardiovascular disease, stroke, cancer and death.

Normal or Healthy?: Normal only means common/usual/average, no certain connection with health; avoid this common, widely promoted mistake. For age, dyspnea is not common, but basis for the symptom varies widely from emotional (including rare withdrawal symptom from smoking) through lung/heart issues. "Chest tightness" & "cough" symptoms are clues but only that. Would need lot more data to offer a reasonable guess.
