Possibly: With your mothers itchy & runny eyes that have associated redness, and the bilateral nature, I would say more of an allergic based condition. Especially in the spring months with all the blooming plants and pollen eruptions. Now pain is not the same symptom as itching (opposite spectrum) so if she is also experiencing viral illness, could be viral conjunctivitis. Bacterial infection less likely.
