Possible anxiety: If you feel short of breath at rest but not when you exert yourself, it is most likely a feeling of tension. If your shortness of breath occurs only with activity, see your physician for evaluation and diagnosis. If it's tension or anxiety, try to relax and not focus on your breathing.
