Contact OB: No. That amount of dilation is probably unimportant. The bigger issue is why hasn't this woman contacted her OB? Paging the OB for instructions would be much wiser than going to an ER that doesn't know her.

Wait: The cervix takes hours to days to fully dilate and you should not worry.
