Fundal height is 4 weeks more than my due date but baby measuring 2 weeks smaller than my due date, what does this mean?

It means little: Fundal height generally approximates but does not always correlate to the actual gestational age. The measurement that you describe, I am assuming, is an ultrasound that is also an approximation.
