They may be blocked: glands in the skin, or inflammation of the hair follicles, or could be infectious. Depending on how long they have been there and exactly what they look like, and what you have tried for treatment, the diagnosis could be different. I recommend that you have your doctor examine you, so this can be properly diagnosed and treated.
