What is the fibrosis and cirrhosis effect on portal blood flow?

It gets slowed down : and backed up. A scarred, cirrhotic liver will not allow for normal blood flow (kind of like a dry kitchen sponge) and thus the portal system gets backed up causing varices (big dilated veins).
