vascular lesion: Difficult to give a good answer to your question without seeing it. Red lesions could be related to a mild infectious process or a vascular lesion. (Large blood vessels) Possible scar tissue from a previous bite or ingrown hair. I would suggest you consult with your doctor for a good examination.
